(703) CHEMICAL WASTE CONTROL

The Waste Disposal Ordinance and the associated Waste Disposal (Chemical Waste)(General) Regulation control all aspects of chemical waste disposal including packaging, labelling, storage, collection, transport and disposal. These legislative requirements prohibit indiscriminate disposal of chemical waste, which may pose health hazards or cause pollution to the environment.

Under the control any person who produces chemical waste must register with the Environmental Protection Department as a chemical waste producer prior to production of the waste.

Chemical waste producers are required to comply with legislative requirements on packaging, labelling and storage of chemical waste.

All chemical waste must be collected by licensed waste collectors and disposed of at licensed facilities. Chemical waste producers are therefore required to engage the service of licensed collectors to collect and transport their waste to such facilities for proper disposal. Moreover, a waste collector shall deliver its collected waste to a licensed disposal facility within 48 hours after collection.

In order to ensure a 'Cradle to Grave' control on chemical wastes, a trip ticket system has been implemented. Chemical waste producers are required to fill in a trip ticket for each waste. A trip ticket is to be certified by the concerned parties during transaction of the consignment from a registered waste producer to a licensed waste collector, and in turn to a licensed disposal facility.

Any person who wishes to provide collection service of chemical waste or to operate facilities for reprocessing, recycling, treatment and final disposal of chemical waste must secure an appropriate licence from the Environmental Protection Department.
